Atlantic Cities article outlines the broken metric that is traffic engineering’s Level of Service (LOS):

“In 2003 the San Francisco County Transportation Authority performed a review [PDF] of LOS and concluded that it failed to support the “development of a balanced, multimodal transportation system” — arguing instead that LOS preserved the flow of motor cars at the expense of transit, bicycle, and pedestrian movements. In other words, by upholding LOS, the city was violating its own transit-first policy.”
